Senator Noreen Evans has introduced Senate Bill 907, which requires the state to create a comprehensive, long-term master plan for California's infrastructure needs. Sponsored by California Treasurer Bill Lockyer, the bill established the Infrastructure and Financing Development Commission and charges the body with crafting an infrastructure plan from now until 2050 that addresses the areas of: planning and financing, transportation, housing, education and natural resources and conservation.

"I'm concerned there isn't a single entity taking a comprehensive view of our state's long-term infrastructure needs, and more importantly, how we will pay for these critical needs. California can't just rely on general obligation bonds and lease revenue bonds. We need to look for innovative financing options in both the public and private arenas."

California's population is estimated to grow to 60 million by the year 2050, while it's current infrastructure was built to serve 25 million. Further, California is projected to need approximately $500 billion in infrastructure investments over the next 20 years, while only $300 billion of that is foreseeable from state and local government.
