As a product of California’s public schools and state university system, State Senator Evans understands that quality education--available to residents across the economic spectrum--is a promise made by one generation of Californians to another. AB 154 (Federal Law: Adoption Assistance) – Implements provisions of the federal Fostering Connections to Success and Increasing Adoptions Act of 2008, which enhances adoption incentive payments and increased eligibility of children and families for adoption assistance payments. This legislation also ensures that any savings realized from drawing down federal funds are invested in child-welfare programs, and that all parents considering adopting a foster youth are aware of the state and federal tax credits for adoption-related expenses. 2009. AB1948 (Vallejo City Unified School District) – Extends the deadline for Vallejo City Unified School District to sell surplus property to repay the state’s emergency loan authorized in 2004 to keep the school district financially afloat. 2008. Introduced by Evans. Bill signed.
AB 1633 (Foster Children) – Enables foster children to remain in their foster homes after the age of 18 if they are pursuing a high school equivalency certificate. 2005. Introduced by Evans. Bill signed.
AB 1663 (Special Education) – Protects California’s eligibility for $1.13 billion in federal funding for the provision of special education services to disabled students with special needs. 2007. Introduced by Evans. Bill signed.
AB 82 (Foster Care and Psychotropic Drugs) – Would establish a pilot program under which Superior Court judges would consider information relating to all drugs prescribed to a foster child and to order appropriate counseling and follow-up treatment. AB 2096 (Bass) (Foster Children: Extracurricular Activities) – Allows foster group home providers to use a prudent-parent standard when deciding to give permission to a child in foster care to participate in extracurricular, enrichment or social activities. 2007/08.
